GSA, OPM award $11.5B HR contracts
The General Services Administration, on behalf of the Office of Personnel Management, Monday awarded more than 100 contracts to human resources vendors under an $11.5 billion vehicle aimed at refashioning the way agencies buy training and development services.
The Human Capital and Training Solutions governmentwide contracts — split between one unrestricted pool of vendors and another set aside for small businesses — will make it easier for federal agencies to find and procure a variety of human capital resources, in addition to OPM’s expertise as the federal government’s HR office.
“The HCaTS contracts allow federal agencies to not only take a highly efficient and innovative approach to their human capital and training requirements, but also to lean on OPM’s expertise in human capital and category management,” Beth Cobert, acting director of OPM, said in a statement.
“This contract vehicle makes it easier for agencies to procure the high-quality human capital support they need to meet their mission requirements efficiently and effectively.”

The multiple-award, indefinite-delivery, indefinite-quantity task orders align with the administration’s recent push toward category management, an approach to make federal buying and managing of commoditized goods and services more unified and strategic, by grouping similar products into categories. Instead of hundreds of agency-specific human capital contracts negotiated over and over again around government, the HCaTS contracts give all agencies a single place to find everything they need.
“Category management empowers agencies with the spending data and contract intelligence to make more effective buying decisions that better respond to an agency’s needs, leverage budget resources, and benefit taxpayers,” U.S. Chief Acquisition Officer Anne Rung said in a release. “HCaTS is the first government-wide human capital category management solution, and will save agencies 4-14 percent and reduce the number of contracts by 5 percent in its first year.”
This initial set of HCaTS contracts will have an ordering period of 10-and-a-half years — a five-year base period, a five-year option and six-month option to extend.
