Gov Actually Episode 8: Trump’s OMB
Gov Actually is back this week with a new episode featuring Robert Shea, a former Office of Management and Budget associate director for administration and government performance under President George W. Bush.
Shea, now a principal with Grant Thornton Public Sector, brings to the podcast his vast knowledge of the inner workings of OMB and how crucial it is in the early days of a presidency.
“People don’t understand the scope of OMB’s responsibility. Every speech, every bill, every budget, every management initiative — all of that is managed centrally through OMB,” says Shea, who also spent time as a counsel and staffer on Capitol Hill.
Hosts Dan Tangherlini and Danny Werfel invited Shea to join the podcast prior to but in anticipation of the confirmation of new OMB Director Mick Mulvaney to discuss the management and budget challenges the Trump administration will likely face in its first 100 days and beyond.
In terms of the budget, for instance, OMB is “still wrapping up ’17, gotta propose ’18 and then work on ’19 at the same time,” all the while operating under a continuing resolution and with the proposed addition of some major items for spending, Shea says in episode 8.
