“Modernizing federal IT isn’t about the technology, it’s about the people,” Clare Martorana told FedScoop. “Recruiting is critical and something I spend a lot of time on. Equally critical to bringing in new talent is fostering the talent that exists in your organization.” Since early 2019, Martorana has served as CIO of the Office of Personnel Management after getting her start in the federal government as part of the U.S. Digital Service team. The New York native began her career in the health care industry, working for WebMD for more than a decade.
