Zielinski named governmentwide IT category manager
Bill Zielinski will now be the point person for how the federal government buys IT as a single, strategic enterprise.
Zielinski was named Thursday the governmentwide IT category manager — a role housed within the General Services Administration — replacing Mary Davie, who was recently promoted to acting deputy commissioner of GSA’s Federal Acquisition Service.
As governmentwide IT category manager, Zielinski will lead federal technology buying initiatives that help agencies buy smarter through category management, leveraging the collective buying power of the government and reducing redundancy and waste.
Collectively, the federal government spends the more than $55 billion on IT. Leading the IT category, Zielinski will be focused on “focused on optimizing how those dollars are spent; driving efficiency across government; assisting Federal agencies meet their mission; and helping agencies provide services to citizens,” a GSA release says.
In recent years, with the adoption of category management, the IT category and the Office of Federal Procurement Policy have produced several policies for the way the federal government buys software, hardware like laptops and desktops, and mobile devices.
Prior to this new role, Zielinski was FAS’s deputy assistant commissioner for category management in the Office of Information Technology Category, leading GSA’s various IT buying teams. He also spent time as the CIO of the Social Security Administration.
GSA said his appointment to the role “ensures continuity of Davie’s work, and will help both industry and Federal agencies continue to improve the efficiency and effectiveness of IT acquisition across the Federal Government.”
